I am having trouble calling my friend in Japan, and need some answers. When calling a cell do we drop the zeros? example calling:(011-81-09-03 XXXXXXX how would this number be correctly dialed.

Drop the first 0 and prefix the Japanese international code "81". So 011-81-09-03 XXXXXXX would become 8111-81-09-03 XXXXXXX. You might need to "dial out" of your country first (in the UK we first dial 00 to make international calls, so it would then become: 008111-81-09-03 XXXXXXX).
